A. Why not look at the free or open source options scribus is an excellent tool once you start understanding how to use it. If you want to spend a mountain of money you can start with the low end such as serif or microsoft office suite, ( even free open office will more than do the job ) or you could go Adobe indesign, quark express. really it depends on your computer knowledge and how much money you are willing to spend for applications.

A. Constructing an embedded system with Linux is often seen as a complex undertaking. You've already defined your "clearly defined goal" which is the first step. Make Magazine articles and bulletin boards are probably a good source. The third link in particular discusses the inverted pendulum control.
